Select Add just below the navigation bar and select members using their email address to add a contact to the contact list. After you click save, you can test your contact group by sending a new email to your list of contact emails. Click on the small arrow next to the blue New contact button and select New group from the drop-down menu.
When the dialog box opens, type in the name of the contact group that you want to create. You can type in the group content in the description field, then click on Create. Type in the email addresses or names of the contacts you want to add to the email group. On Outlook, open a new email message and type in the body and subject. In the To field, instead of typing in mail addresses, start typing the group ID. What if you want to add a new email contact or change the group ID of an existing group?
Just open Outlook and type a new message. This work around essentially requires the user to manually do what the Mail app should do for you automatically. The process is not difficult to accomplish, but it annoys users who expect these grouping features to be included in all their email applications. Perhaps Microsoft will automate email groups in a future iteration of Windows 10, but until then, this manual technique will do the trick.

If nobody knows or you can't solve it, consider using another email program like Thunderbird or MS Outlook. Nobody I know uses the Windows 10 Mail app.
Thanks for your suggestion re Thunderbird which I do have but would prefer 10 Mail if there's a working workaround that will resolve this single issue. As TechRepublic published the article by Mark Kaelin as per the link in my original post, is there some way of contacting him? Click on Mark's name, then a new page comes up and I see an email icon. That said, Microsoft is well known to change how apps that came with Windows work so after a few years many figure out if they need something to work for long, avoid the supplied apps.
